I have been promoting to implement water
fluoridation in Japan. Health Ministry, Japan
Dental Association and also some professors
of dental school would not like to promote
dental public health as well as water fluoridation.
I have published news bletins for oaral health
every month. Let me introduce my news summary

Dream must come true

I visited U.S to study water fluoridation
with Prof. Kobayashi group on 31st July-
9th August. I learned the importance of students
education in San Francisco. I understood
national mission in NIH. I studied the passion
and activities of politicians, government
officers, dentists and dental hygienists
in Los Angeles. Los Angeles was the last
city to implement water fluoridation which
was done on 10th August. Now water fluoridation
level in Los Angeles is 0.8ppm in comparison
to 0.4ppm before water fluoridation project
had started.

Passionate
I am pleased to say that women power contribute
to the success of water fluoridation in Los
Angeles including Mrs Jakie Spier, congress
woman and Mrs Luth Galanter, a member of
Los City Assembly. They have promoted water
fluoridation supported by dental and dental
hygienist association, government and dental
colleges in U.S.
For people's right
We have a proverb in Japan. That is "it
is better to see and understand factual things
than hearing the same for 100 times".
I had a good chance to see water fluoridation
in U.S. It was a good fortune for me because
it helped me to promote water fluoridation
in Japan. I understood the importance of
main person who worked with passion and achieved
in U.S. Leaders teach people's right in U.S.
It is wonderful that they have to promote
public health activities for health in U.S.
I felt sorry that we had egoism in Japan.
Dream comes true
Most of the professionals say that it is
impossible to promote water fluoridation
in Japan. But however, the greatest problem
is that they don't like to promote water
fluoridation. At least from now on, we must
promote public health activity and water
fluoridation for people. I am sure that our
group who visited U.S.. shall join the team
to promote public health activity and contribute
towards water fluoridation in Japan.
Volunteer Activities
We have promoted volunteer activities to
take a bathing for bedridden elderly since
1987. We have been enjoing to attend the
activities every Sunday.

Jojng-bai Kim, DDS,PhD
........ It is now my pleasure to recognize
Dr. Johng-bai Kim as the 1998 recipient of
AAAHD'S International Special Merit Award
for Outstanding Achievement in Community
Dentistry. Dr. Kim is professor and chair
of the Department of Preventive and Public
Health Dentistry, College of Dentistry, Seoul
National University.
He has contributed to the improvement of
the oral health of Koreans and , concomitantly,
has distinguished himself in a variety of
capacities, including lecturing, consulting,
publishing, conducting research, and making
and implementing policy. He practices dental
public health. ............

A great commonsense to promote water fluoridation
in Malaysia
They made a committee of promoting water
fluoridation in 1969. There were 93 plants
to implement water fluoridation in 1985.
According to the report, they succeeded their
dental prevention. The water contains from
0.5ppm to 0.9ppm in Malaysia. The health
ministry in Malaysia concluded that all water
plants must be added fluoride for dental
health.

They held the symposium of Healthy Japan
21 by Kanto branch congress of Japan Oral
Health Association on 2nd October. The chairman
was Dr Hanada, director, Institute of National
infection Research, and the speakers were
Dr Ouchi, dept. of oral health, Health Ministry
and Dr Nagata, dept of oral health, Tokyo
government. After their presentation, they
refused the questions from audience.
Like A Swindler
Health Ministry announced that Healthy Japan
21 would be like Healthy People 2000 in U.S.
and they added that public health is of utmost
importance.
By the way, Healthy People 2000 outlines
that Water fluoridation is the best public
health measure. However, Healthy Japan 21
has deleted the words of public health and
water fluoridation. They said evidence based
medicine was most important. But, still we
are yet to find that factor. The committee
was ready to contribute for dental health.
But, suddenly, the purpose was changed for
dental association. It seems that it is very
expensive to hold the committee. I can say
they are more money-minded, and therefore
they should be told to follow the right way.
Dr Hanada said that they would revise in
2005. So, it means that they don't like to
do anything and they would stop the promotion
of public health.
The Committee members include famous professors
in dental college, dental association and
government. Frankly speaking, they made a
swindler union. Dr ouchi said that water
fluoridation is the work of water department,
water mouth rinsing program is the responsibility
of Education Ministry. A journalist asked
an officer of water department, he answered
that he can promote water fluoridation if
dental department permits.
Dr Ouchi and other officers wish to promote
his rank. So that they want his connection
with Japan Dental Association. Like Miyatake,
he will be a chief, dept. of oral health,
Health Ministry and will be a professor in
private school, and the president of Oral
health Association after that will of 8020
fundation. Journalist must disclose the dirty
connection in be the president Japan.
Mr K. Takahashi is a famous anti-fluoridationist
in Japan, but however, I think Japanese leaders
are worser than Takahashi. I would like to
say them "Shame on you". Dr Osada
is a chief, oral health of Tokyo government
and a dental leader of local government including
public health centers in Japan.
Several years back, he said to me that he
would like to promote dental public health.
But till date, he has never any step to prevent
dental decays. I guess he just said it not
with real intention of working for people,
but for his merit to promote his rank. Some
dentists respected him as a dental leader
in Japan. Now, people don't have good opinion
about him as it was evidenced from his acts.
Some body got profits
You know Japan dental association dislike
water fluoridation. At first, Healthy Japan
21 would promote dental health as Healthy
People 2000 in U.S. Nevertheless, the committee
changed from public health method to personal
health method. By the way, tax and health
insurance is 70% of all income in Sweden,
56.5% in Finland, 37% in Japan. In north
Europe, children's insurance are all covered
and it is all free of charges for dental
prevention and treatment. But, adults have
to pay the bills as their insurance is not
covered. I think it is difficult to follow
medical system of such countries. If government
would demand 60% tax, we would start a riot
in Japan.
We can change worst dental system to quit
dentists, however Japan Dental association
have mercenary and will make a press to government.
Any way, Japan Dental Association has huge
money aided political power. Japan Dental
Association want to raise dental treatment
charges. If we should promote water fluoridation
and get trust, we would fall in from the
edge of cliff and see an abyss to death in
Japan. I wish dentists and government officers
were smart in their thoughts. __________________________________________________

We held a congress at Tokyo Medical and Dental
University last November. 360 people from
all over Japan attended the congress. Everybody
understood that we should work for oral health
from now on.

successful. Next Congress will be held in
2000 in Tokyo Fumio Yamashita, Yoshinori
Hagihara, Etsuo Fujino and others.

Number of dental decays have been increased
together with developing economy in South
Korea. DMFT index of 12 years old was 0.6
in 1970, 2.2 in 1979, 3.0 in 1990.
The chance of water fluoridation
Mr Shin, Minister of Health Ministry visited
dental hospital, Seoul University. He asked
Prof. K. Kim, "what is the best measure
for dental prevention" ? Prof. K. Kim
answered immediately that it is water fluoridation.
Mr Shin told his staff to look into the prospects
of the same. His staff talked with Prof.
Johng bai kim, dept. of preventive dentistry,
Seoul National University. It was a good
chance to implement water fluoridation. There
are only a few professors to say that water
fluoridation is the best way for oral health.
We have no politician and officers who can
take active part and immediately implement
it.
How regrettable it is in Japan!
Water fluoridation was started in Chinhae
in 1981, and in Chonju in 1982.
Powerful dentists
We established dental association and also
demanded to promote water fluoridation. Then,
Kuchon began water fluoridation and have
implemented in 25 areas and 3.3million people
are supplied with fluoridated water.
To 1/3 of population
Korean government has a plan to increase
the share of water fluoridation till 33%
of all population or 15 million. By the way,
fluoride mouth rinsing program in school
is 37% of all children now. We cannot think
that dental association demand Health Ministry
to promote water fluoridation now in Japan.
Japan is most developed country in Asia.
Nevertheless, Japan has delayed in promoting
water fluoridation. I am looking forward
that Japan will realize this and begin water
fluoridation for people in cooperation with
dental Association, Health Ministry.

on 6th-8th November 1999 in Miyakonojo's
special guest house
Oral Health Congress in Japan was held in
Fukuoka City on 3rd-5th November, 1999. The
president was Prof. Sakai, Fukuoka Dental
College. Prof. Johng bai-Kim, Seoul University,
Korea was the guest speaker. He gave a speech
about water fluoridation according to korea's
dental strategy. After that Prof. Sakai came
to my guest house with Prof. Johng bai Kim,
Prof. Donkie Kim, Chosun University, Korea,
Dr Ro and Tin Beijing Medical University,
China.

Fluoridated Countries
According to Fluoridation Facts ADA U.S.
in 1999, fluoridated water have been supplied
in 56 countries and fluoridated salt have
been distributed in 36 countries. I asked
Dr Sherwin Fishman, former professor of Virginia
University to request the country name. About
10% people use natural fluoride contained
water as drinking water.

In Japan, even some professors said that
they prohibit water fluoridation in Sweden.
Infact, they have approved to drink fluoridated
water in Sweden. If Sweden is prohibited,
they must make defluoridation. I asked to

Why do we ignore the water fluoridation

Some dentists and dental hygienist visited
to learn water fluoridation in U.S. One dental
hygienists said that we have instructed how
to brush and do food control much more than
U.S. But however, we cannot get good result,
because we have never promoted water fluoridation.
If we could add appropriate fluoride, we
could prevent dental decays much more than
other dental prevention measures. Fluoride
is useful for all ages. It is an equality
and is of low cost.
America is a first country to understand
the importance of fluoride and implement
water fluoridation more than 50 years ago.
150 million people drink fluoridated water
every day in U.S. Los Angeles started water
fluoridation last August. Woman power including
Mrs Luth Galunter in Los Angeles Assembly
member and Mrs Jakie Spier, congressman in
California contributed to pass the water
fluoridation bill. Fluoride is a natural
element, fluoride content in water in Los
Angeles is 0.4ppm. But however, the fluoride
level is low, they added fluoride to about
1ppm in water. Anti-fluoridationists advertised
that fluoride causes cancer, and other diseases.
But, their opinion have been denied as there
was no evidence.

A organ transplant low and water fluoridation
We approve that brain death is as same as
human death except Rumania, Pakistan and
Japan in the world. We could not have done
organ transplants in Japan. Japanese faced
trouble in other countries for organ transplantation.
Exactly, Rumania and Pakistan have religious
problem regarding organ transplant. But however,
we didn't have serious problem to solve in
Japan. We set a department of organ transplantation
in Health Ministry. However, the officer
have done nothing in Japan. At last, Mr.
Taro Nakayama and others congressmen passed
the bill by legislation. There are some problems
for patients who go for organ transplantation
in other countries. The level of the officers
in health Ministry is just like it. I am
sure that water fluoridation is same as the
organ trans plant. We can not depend on the
officers, dept. of oral health in Health
Ministry. They have no will to promote water
fluoridation for oral health. We must look
for some journalists and congressmen to collaborate.
They will be of great support to promote
water fluoridation in Japan. Recently, some
journalists in Yomiuri Daily News, Mainichi
Daily News and NHK collaborated and has started
writing good news about water fluoridation.
